Virtual power plants in Oregon

Oregon's main utilities, Portland General Electric (PGE) and Pacific Power, operate outside the organized ISO/RTO markets. Each runs its own battery program: PGE's Smart Battery pilot pays per kWh during peak events, and Pacific Power's Wattsmart Battery program pays an upfront per-kW incentive plus yearly credits. Energy Trust of Oregon offers separate incentives for solar plus storage.

2 programs: 1 pilot, 1 open. Checked October 2, 2026.
