Pennsylvania is in the PJM region. Its utility efficiency and demand-reduction programs run under Act 129, whose Phase V began June 1, 2026 for Duquesne Light, PECO, PPL and FirstEnergy's companies, with peak-demand reduction targets now covering January and February as well as summer, and about 10% of the roughly $1.22 billion five-year budget going to demand response.
