Virtual power plants in Puerto Rico

Puerto Rico's grid is an island system; LUMA Energy runs transmission and distribution under oversight of the Puerto Rico Energy Bureau. Its Customer Battery Energy Sharing (CBES) program, launched in November 2023, lets solar-plus-battery providers such as Sunrun, Tesla, Sunnova and Fortress Power dispatch customers' batteries in emergencies. The Energy Bureau approved continued auto-enrollment for summer 2026.

Customer Battery Energy Sharing (CBES / CBES+)

During grid emergencies, the customer's solar and battery provider activates enrolled batteries to send energy to the grid and avoid rotating outages. Customers are paid by their provider.

Who can join
Solar-plus-battery customers in Puerto Rico through a participating provider. Customers may be auto-enrolled with notice and can unenroll or change their backup reserve at any time.

Note: Per-event pay is set by each provider and isn't published by LUMA or PREB. Auto-enrollment approved for summer 2026; 2027-2028 still to be decided.
