Virtual power plants in Virginia

Virginia is in the PJM region, and Dominion Energy Virginia is the largest utility. The 2025 Community Energy Act required Dominion to build a VPP pilot; the State Corporation Commission approved it on August 3, 2026, with a battery storage component that must reach 15 MW by July 1, 2028. Clean-energy groups criticized the approved compensation as too low.
